Visa Program
Canada offers business/entrepreneur programs which are not necessarily classified as immigration by investment. These programs are aimed at attracting investment where the main applicant involves himself/herself by active participation in the business activity. No passive investment qualifies for Canadian immigration.
Canadian immigration seekers may wish to apply through Canada's Provincial Nominee Programs where they may wish to settle and establish a particular business in a specific province in Canada.
Alternatively, they may wish to apply under the C10 / C11 / Intra-Company Transferee (ICT) business worker permits to establish a business by investment and then later may qualify for immigration if they qualify through the CRS scoring.

Canada - Prince Edward Island Provincial Nominee Program (Entrepreneur Category - Work Permit Stream)
The PEI Government draws Work Permit clients from the EOI pool each month.
In the draw of Sept. 19, 2024, two Entrepreneur candidates with a minimum score of 97 were invited to apply.
I am appending the draw dates below for subsequent draws by PEI.
The PEI-PNP is one of the fastest Work Permit programs in Canada, allowing an applicant with family to move to PEI on a Work Permit, and run a local business for 1 year before being nominated and applying for permanent residence status. The benefits of this program include:
Interviews and meetings are presently virtual, so no exploratory visit or TRV is required.
Our team conducts interview preparation and arranges the applicant's virtual meetings with an accountant, lawyer, and banker before the government interview.
Interviews are often within 4-6 months (after full file submission), with a Letter of Support issued approx. one month later. The family then applies for Work and Study permits, as applicable, to come to PEI.

Education Requirement
To qualify for Canadian residency, a mix of your education and experience play a significant role in the process. Your language proficiency in either English or French also is assessed under the immigration programs.
Your net-worth or quantum of investment in one of the business/entrepreneur programs is also mandatory.
However, if you apply through Canada's Start-Up visa program (CSUV), your net-worth is not assessed.
